Frequently Asked Questions of Gamlingay Community Eco Hub. - February 2010

How much will the Community Eco Hub cost to build?
The Eco Hub will cost as much money as has been raised to fund it. If we raise £1million that is what it will cost. The plans have been designed so as to allow for different sections to be built at different times depending on the funding available. This will be decided in April 2010 when an agreed build cost will be set with a contractor.

Are the Parish Council going to borrow money and if so how much?
The Parish Council have agreed in principle to borrow up to £500,000 to help fund the project. If less money is required they will borrow less money.

Where are they borrowing money from?
Money will either be borrowed from the Public Works Loan Board or from a government funding stream called Community Builders. The advantage of Community Builders is that it delivers a large grant as part of the loan package.

Will our rates go up to pay for the loan?
Rates will go up by an amount which depends on how much money is borrowed and for how long it is borrowed. The intention is to pay back the loan as soon as possible.

Is all the building going to be delivered this year?
Phase 1 will be delivered this year. The remaining part of the project will be delivered once funding is secured.

When will building start? - We hope to start building in May 2010.

When will building finish? - Phase 1 building should be complete at the end of 2010.

How much will the Eco Hub cost to run?

Every effort has been made to keep running costs to the minimum. By insulating the building to the highest standards we will be saving significant amounts of money through reduced heat loss.

The inclusion of state of the art renewable technologies to produce heat, hot water and light will make the bills very low. The building relies heavily on natural light to illuminate it and minimise the need for electric light.

The biggest cost will be the wages of the people required to work in the Eco Hub but the hours they are employed for will be largely dictated by the amount of income the building earns. Through good marketing and management, the risk of the building not generating enough money to cover its running costs will be minimised.
